This device has a constitution wherein a circulation means 35 passing a pin hole inspection region 8a is installed, and a loading part of an inspection object 1 is formed by plural rollers 30 arrayed in the direction crossing with the circulation direction of the circulation means 35, and a roller rotation means 40 for rotating the inspection object 1 around the symmetry axis on the pin hole inspection region 8a is installed, and high voltage application electrode 10 and a discharge detection electrode (20) are installed on the pin hole inspection region 8a, and an electrode brush in contact with the end part of the inspection object 1 is used as the high voltage application electrode 10, and an electrode brush in contact with the center part of the inspection object 1 is used as the discharge detection electrode (20), to thereby enable all-around pin hole inspection of the inspection object 1 supplied continuously.
