A lower polishing layer 20 mainly containing hard abrasives 21 equal to or above 6 of Moh's hardness, and a bonding agent 22 are formed on a nonmagnetic carrier 10, and an uppermost polishing layer 30 mainly containing abrasives 31 and a bonding agent 32 are formed on the lower polishing layer 20. In addition, the thickness of the uppermost polishing layer 30 is equal to or smaller than A/2, and the mean grain size of the abrasives 31 in the uppermost polishing layer 30 is equal to or smaller than B/2, provided that the thickness of the lower polishing layer 20 is A and the mean grain size of the abrasives 21 contained in the lower polishing layer 20 is B.
