To provide a portable range-velocity meter which realizes an accurate mean velocity calculation according to the receiving condition of GPS waves and is suited for measuring the travel distance and moving speed with walking or running of person.
The travel distance and moving speed of a user is calculated by the position change calculation method based on GPS waves obtained in a GPS receiver 10, and only when a failure detecting means 14 judges the calculated moving speed to be not abnormal, the mean moving speed and travel distance are calculated, using the its moving speed and travel distance. If the position interrupted or reception disabled with the GPS reception happens, resulting abnormal moving speed or the travel distance corresponding to this speed can be eliminated from the subject of integrating the travel distance and calculating the mean speed.
