To speedily and accurately collate a map of a disaster point before disaster occurrence and the current disaster-struck area in real time by using video of an imaging means mounted on an airplane.
A plurality of markers 51 which transmit their positions detected by GPS by radio are thrown down and installed in the target disaster-stricken area and while a camera image 71 including the marker positions is photographed by a television camera 11 mounted on a helicopter 10 and a marker position information receiver 12, marker position information is received from the respective markers 51; and the camera image 71 and marker position information 51a are transmitted as actual state information 80 to a position reading apparatus 30 on the ground. The position reading apparatus 30 displays a map image 61 of the area of the received marker position information 51a, and generates a corrected image 72 after geometric corrections and scale and azimuth corrections based upon a plurality of marker position information 51a from the camera image 71 and superposes it on the map image 61, so that the disaster-struck area in the map image 61 is instantaneously specified.
