This position specifying system S1 includes a server 1, having a database storing "regional information"; portable terminals 2 for communicating with the server 1; a relay station 3 for summarizing each signal from the portable terminals 2 and transmitting it to the server; and a base station 4 for receiving the signal from the portable terminal 2, and transmitting it to the relay station 3. A transmission position of the portable terminal 2 is specified by utilizing a part of the latitude/longitude or index information attached to a structure or the like, such as an electric pole and area information from the base station 4, and regional information in the periphery of the transmission position is searched, and the retrieval result is transmitted to the portable terminal 2.
