PROBLEM TO BE SOLVED: To generate light and strong vortex flow by improving a "rotation step vortex flow generation blade device", in a method for rotating sea water as rotation vortex flow, the sea water being swollen out at the center part of vortex flow in the device like sea water is swollen out at the time of generation of vortex flow in Naruto whirlpools.SOLUTION: When inner and outer rotating fans Y and F are strongly maintained in a rotatable manner, appearance of strong total rotation force depending on weights of the rotating fans Y and F, sea water between the rotating fans Y and F, and a "heavy object such as steel" is applied to appear unexpected rotation running force.
