PROBLEM TO BE SOLVED: To provide a power management device and a program for functioning the power management device capable of precisely managing average demand power.SOLUTION: When a user inputs plural target power values of average demand power in a prescribed period by using an operation section 13, an arithmetic processing section 10 stores the input plural target power values in a data/setting value management section 14. The arithmetic processing section 10 calculates the power consumption of an electrical apparatus on the basis of the power source voltage measured by a voltage measurement section 11 and a load current measured by a current measurement unit 12. The arithmetic processing section 10 calculates the average demand power in a prescribed period on the basis of the calculated value of the power consumption of the electrical apparatus from a start point of a prescribed period to the present for each prescribed period. When the measured value of the average demand power exceeds any of the plural target power values, the arithmetic processing section 10 controls a contact switch 17 so as to turn on a contact 16a or contact 16b corresponding to the target power value which the measured value of the average demand power exceeds.
