A price change notification server is connected through a network to a non-contact IC card reader set in the merchandise selling place of a store so as to be associated with each merchandise category and a store terminal, and provided with: a function for receiving a portable phone mail address from the non-contact card reader, and registering the portable phone mail address by judging that a member who has the portable phone mail address wishes to have the price change information of merchandise belonging to the merchandise category corresponding to the non-contact IC card reader transmitted to the portable phone mail address; a function for making a store staff register the price change information of the merchandise by using the terminal; and a function for transmitting, as electronic mail, the registered price change information of the merchandise to the destination of the member who wishes the price change information of the merchandise among the registered portable phone mail addresses.
