To provide a primer composition in which when applying a silicone pressure-sensitive adhesive to a sheet-like substrate, both can be adhered strongly, and to provide a laminate formed by strongly adhering the silicone pressure-sensitive adhesive to the sheet-like substrate.

The primer composition for a silicone pressure-sensitive adhesive includes: (A) a diorganopolysiloxane in which an average degree of polymerization is 2,500-10,000 and an alkenyl group content is in a given range; (B) an organohydrogenpolysiloxane shown by a siloxane unit formula: (R⁴₃SiO_1/2)_k(R⁴HSiO_2/2)_l(R⁴₂SiO_2/2)_m(R⁴SiO_3/2)_n, wherein R⁴ denotes a 1-10C unsubstituted or substituted monovalent hydrocarbon group; k denotes a number of at least 2; l denotes a positive number; m and n denote a number of at least zero in average and satisfies the relation of 0.8≤ l/(k+l+m+n)≤1; (C) a hydrosilylation reaction catalyst. Moreover, the laminate includes: a sheet-like substrate; a primer layer in which the primer composition is cured on the sheet-like substrate; and a silicone pressure-sensitive adhesive layer formed on the primer layer.
