From a database 1 of articles to be sent, a print image producing sub-system 2 reads out receiver information, client information, physical distribution information and article information. From these information produced are image information capable of being visually recognized by a human and image information of a code readable by an optical reading means, and these image information are transferred to the RFID tag by a printer 3. Then, the code information transferred to the RFID tag is read by an optical code-reading apparatus 4. Data to be written in the RFID chip 25 is produced from the code information in an RFID writing data-producing sub-system 5, and the produced data are written in the RFID chip 25 by an RFID writing apparatus 6.
