To provide a process cartridge and an image forming apparatus that can prevent an increase in drive torque in driving an image carrier.SOLUTION: A process cartridge comprises a seal member 4 that is in contact with a peripheral surface of an image carrier 1 on the upstream side, in the direction of rotation of the image carrier 1, of a cleaning member 3 that is in contact with the peripheral surface to remove a developer, the seal member 4 allowing the developer to move from the upstream side in the rotation direction of a contact part N2 of the seal member 4 with the peripheral surface to the downstream side of the contact part N2, and regulating the movement from the downstream side to the upstream side of the contact part N2. The developer has convex parts including organic silicon polymers on its surface. (i) The work function of the seal member 4 has a value larger than the work function of the developer when the charge polarity of the developer is a negative polarity, and has a value smaller than the work function of the developer when the charge polarity of the developer is a positive polarity, or (ii) the magnitude of the absolute value of the difference between the work function of the seal member and the work function of the developer falls within a predetermined range.SELECTED DRAWING: Figure 1
