To solve a problem that a method such as a step response method for obtaining a control parameter can not execute control during a period of obtaining a parameter.
An output from a 1st response part for outputting a signal concerned with process quantity and an output from a 2nd response part for preparing a model response signal for a process from a manipulated variable are inputted to an evaluation part, which offsets the influence of the manipulated variable by utilizing that these input signals are influenced by the manipulated variable to obtain a control parameter. Since it is unnecessary to add a specific manipulated variable to the process, the characteristics of the process can be obtained even in controlling and the necessity of specific management can be eliminated.
