PURPOSE: To improve the quality of a cast slab containing high concn. of free cutting element in core part by melting while charging a wire containing the free cutting element into the core part at lower part of electromagnetic braking device and forming the core part having high free cutting element content.
CONSTITUTION: After degassing the molten steel, the molten steel 3 is stirred with the electromagnetic braking device 6 at the position below lower end of a mold 4 forming solidified shell 2 on the surface layer of the cast slab. Below the electromagnetic braking device 6, the wire 1 containing the free cutting component is charged and melted, to form the core part 3 having high free cutting component content. By this method, the cast slab containing high concn. of the free cutting component in the core part thereof can be produced at good yield.
