A protective layer 124 for protecting the liner sheet 122 for the base 110 and slope 120 of the fill-up facility is replaced with protective blocks 140, and a water permeation layer 125 is formed thereon, and damage to the liner sheet 122 is prevented, and ventilation being a phenomenon of discharge of methane gas produced from filtration of leachate and drain or waste, and flow-in of air, becomes smooth. In this protective structure, for the purpose of protection of the liner sheet 122 for the base 110 and slope 120 of landfill facility, filtration, draining and ventilation, a synthetic resin draining layer 123 for civil engineering of the the base 110 and slope 120 is provided on the sheet 122, and the protective layer 124 is further formed on the layer 123. The protective layer 124 is lightweight, and constructed by the assembly of the combined protective blocks 140 formed of waste rubber chips and waste resin chips.
