To control base stations, such that when downlink simultaneous communication is carried out between a plurality of base stations and one radio terminal by MIMO, the MIMO is applied suitably, according to a radio reception environment of the radio terminal and communication quality, corresponding to QoS requested for communication of the radio terminal is provided.
A radio base station control unit includes an inter-base-station MIMO cooperation controller 11, which determines whether MIMO simultaneous communication is carried out according to the radio reception environment of the radio terminal; a request QoS information holding unit 13 which stores information on QoS requested for communication of the radio terminal, and a radio packet scheduler 12, which performs transmission scheduling for transmitting radio packets to the radio terminal, with respect to the plurality of base stations as objects of the MIMO simultaneous communication, when the MIMO simultaneous communication is performed. The radio packet scheduler 12 controls a MIMO system of the base stations and a transmission schedule, based on the QoS demanded for the communication of the radio terminal.
