To fast attain the inter-slave unit direct communication by measuring the field intensity around a radio base station, selecting one of combinations of communication frequencies and slots, having a measurement result smaller than the prescribed value and deciding on the combination of communication frequency and slot.
A control part B5 inquires a signal processing part B4 about a time slot, which is not used for purposes other than the radio communication that is currently carried out by a radio base station. Then the part B5 instructs a radio part B3 to measure the field intensity of communication frequency (carrier) around the radio base station. A radio part B2 measures the field intensity for every communication frequency (carrier), that is selected by an internal synthesizer B3 of the radio part among those frequencies, which are received via an antenna B1 and reports these measurement results to the part B5. The part B5 selects a single combination of communication frequency (carrier) having its field intensity lower than a prescribed level and a slot to decide the communication frequency and slot for performing the inter-slave unit communication.
