When the area of a small-cell PC1 is equal to or larger than a threshold, a large-output base station 100 considers that a radio terminal 300d increases interference to up communication between the large-output base station 100 and a radio terminal 300a, and selects a second interference control system. When the area of the small-cell PC1 is smaller than the threshold, on the other hand, the large-output base station 100 considers that a radio terminal 300 increases interference to up communication between a small-output base station 200 and the radio terminal 300d, and selects a first interference control system. Further, the large-output base station 100 reports the selected interference control system to the small-output base station 200. The small-output base station 200, on the other hand, performs communication control by the reported interference control system.
