The radio base station of the radio communication system composed of a plurality of radio base stations and maintenance devices includes a communication mean for performing communication with radio terminals which exist within an area formed of an electric wave emitted from an antenna, and an imaging means for imaging an environment around the radio base station where each maintenance device includes a control unit constituted of a means for monitoring the operation state of the area formed of each radio base station, a means for controlling an imaging means, an analyzing means for analyzing image data imaged by the imaging means, and a means for controlling a communication means of the base station according to an analyzed result, and the operation state of the area is controlled based on the image data imaged by the imaging means according to the operation state of the area.
