To provide a radio communication system in which a prescribed operation is stopped, prohibited and released from the prohibition from a portable terminal or the like to a terminal.

A prescribed control signal is prepared, in response to a state on a 1st terminal 11 for transmitting the control signal from the 1st terminal 11 to a 2nd terminal 12 through a radio communication channel, so that the 2nd terminal 12 receiving the prescribed control signal through the radio communication channel stops or prohibits all or a part of the operation on the 2nd terminal 12, in response to the control signal so as to facilitate terminal operation stop control and terminal operation prohibit control using the radio communication system. Furthermore, the operation of the 2nd terminal 12, that has been once prohibited, is released by transmitting the control signal from the 1st terminal 11.
