A radio transmission apparatus includes: a transmission diversity processing part for allowing a signal to be transmitted to each radio reception apparatus to be redundant, and generating a set of signals by redundancy; a multiplexing part for multiplexing the signals to a plurality of radio reception apparatuses, which are made to be redundant, to a physical resource block composed of a frequency band and a time band, which have predetermined widths, with the set of signals by redundancy as a unit; and a transmission part for transmitting the signal multiplexed by the multiplexing part. Each radio reception apparatus includes: a reception part for receiving the signals transmitted from the radio transmission apparatus; a multiplexing/separating part for extracting the signals to the radio reception apparatus from the signals multiplexed by the physical resource block out of the received signals, based on the arrangement order by the multiplexing part; and a transmission diversity synthesizing part for synthesizing the signals constituting the set of signals by redundancy out of the extracted signals, and generating the signal before redundancy.
