To actualize a radio wave absorber which has superior radio wave absorption characteristics in the wide frequency bans from microwaves to millimeter waves, can prevent a rise in temperature, and is thick.
The radio wave absorber is equipped with a radio wave reflector 10 made of a metal plate, a 1st radio wave absorber 11 which is arranged having one surface adjacently to the surface of the radio wave reflector 10 on the radio-wave arrival side, and a 2nd radio wave absorber 12 which is arranged adjacently to the surface of the 1st radio wave absorber 11 on the radio wave arrival side. The 1st radio wave absorber 11 is formed of a foamed body containing a conductive material. The 2nd radio wave absorber 12 is formed of a heat-resisting base material and a conductive material and has opening parts 12a which penetrate it along the thickness. The thickness d1 of the 1st radio wave absorber 11 is less than the thickness d2 of the radio wave absorber 12.
