PURPOSE: To prevent the erroneous discrimination of the binary data of a card, and to correctly detect the value information of the card.
CONSTITUTION: The itme value at every changing point of a signal is read out of a reference value data part 1B of the inserted card, and a reference value is determined from all the read-out time values, and simultaneously, the magnitude of the reference value is determined for the time value of the binary data read out of a data part 1A of the card, and either a first value or a second value is judged in accordance with the determined magnitude relation. Consequently, the binary data of the card can be discriminated independently of either the dispersion of the recorded data of each card or the dispersion of each reading head, and therefore, the value information of the card can be detected correctly.
