To solve the problems such as the ununiform settlement of waste and the damage of a mat for catching contaminant and to eliminate troubles such as making the laying operation of the mats for catching contaminant difficult and making the connection of the plural mats for catching contaminant unsatisfactory by preventing the occurrence of gaps between the waste and the mats for catching contaminant according to the state of ruggedness of the surface of the waste when the waste is covered with the mats for catching contaminant.

This reclamation structure of waste is constituted in such a manner that a surface leveling material layer is disposed on a waste layer which comprising discarded waste and a contaminant catching material layer is applied on the surface leveling material layer. The surface leveling material layer fills recessed parts on the upper side of the waste layer and allows the laying of the contaminant catching material layer to by performed easily. The unit of lamination consisting of the waste layer, the surface leveling layer and the contaminant catching material layer can be either one or two or more.
