PURPOSE: To make a recording and reproducing device in which reproducing is not performed in a low power consumption state where a power source is turned off by providing an output signal changeover switch which follows turning on/off the power source.

CONSTITUTION: At the end of a video or at the end of a tape after a reproducing state is kept, a control signal is outputted to an external control signal output terminal 12 and a VTR 17 is rewound after it is stopped. When the beginning of the tape comes, the power source of the VTR 17 is turned off after the VTR 17 is stopped. Then, the switches 18 and 19 are switched by turning on/off the power source of the VTR 17. When the power source is turned on, output signals from a video circuit 9 and a sound circuit 10 are respectively outputted from signal output terminals 13 and 15 and when the power source is turned off, input signals to a video signal input terminal 14 and a sound signal input terminal 16 are respectively outputted from the output terminals 13 and 15. Thus, the VTR 17 in a standby state is made in the low power consumption state by turning off the power source.
