The recording and reproducing device is provided with a recording and reproducing section 12, a recording means 18, a control section 22 that controls the operating state of the recording and reproducing section and the recording means, and a memory means 26 that is provided in relation to the control section and stores the identification information. The control section collates received identification information with the identification information stored in the memory means and controls a reproduction mode of the recording and reproducing section and the recording means on the basis of the result of collation. When a user would like to personally enjoy an object to be video-recorded in a stage prior to video recording, the user enters the personal identification information. When the user reproduces the video recording object, the user enters the identification information. Then the entered identification information is collated with the identification information having already been registered and when the result of collation indicates coincidence, the recording and reproducing device transits to the reproduction mode and reproduces the video recording object. When the identification information items are dissident, the user cannot reproduce at least the video recording object. Thus, even when a recording medium is used in common, the user can build up a personal video recording library.
