PURPOSE: To discriminate the rotation direction of a reel for sending out a long size object from the reel.

CONSTITUTION: A TAB tape 10 is folded back approximately U-shaped at specified length to form a folding-back carrying part 38 in the carrying route of the TAB tape 10 wound around a sending reel 31. A first detection sensor 51 and a second detection sensor 52 for detecting the presence of the TAB tape are arranged at the specified position above the folding-back carrying part 38 and the other specified position out of the folding-back carrying part 38. After a sending reel 31 is rotated in the direction of an arrow mark B (counterclockwise), it is discriminated by the use of a control part 53 that the rotation direction of the sending reel 31 at the time when the TAB tape 10 is sent out from the sending reel 31 is the same one when the TAB tape 10 is detected by the use of said first detection sensor 51 and second detection sensor 52.
