To provide a refractory panel which is thin in thickness, light in weight, low in cost, and has soundproof performance.

The refractory panel consists of a substrate, a damping sheet, and a constraining member. The substrate is formed of a flame-retardant material having a density of 1 g/cm3 or less. The damping sheet is formed of a polymeric organic material having a loss tangent (tanδ) peak value of 1.5 or more, and has one surface thereof laminated at least on one surface of the substrate. The constraining member has a modulus of longitudinal elasticity, equal to 1GPa or more, and is laminated on the other surface of the damping sheet.
