To perform smooth operation by reducing the filling time of a fuel tank.
A fuel filling system is arranged in both terminals of a route having fixed both ends so as to fill the fuel tanks provided in both the terminals with fuel. A ground system capable of grasping vehicle operating position estimates quantity of the fuel left in the tank of a vehicle arriving to the terminal, and estimates degree of filling of the fuel in the tank being filled in the terminal at present before the arriving vehicle arrives the terminal, and compares the estimated quantity of the fuel left in the tank mounted on the vehicle with that of the tank being filled at present, and in the case wherein the quantity of the fuel left in the tank mounted on the vehicle is smaller than that of the tank being filled, a command is output so as to exchange the tanks. Fuel filling time in both the ends can be reduced to zero by repeating the described operation, and smooth operation is realized by allowing the only time for exchange of the tanks.
