A delivery server (regional information delivery device) 2 receives attribute information including the information related to the user of the portable information terminal from the portable information terminal 4 by a transmitting and receiving means 22, and detects the position information showing the present position of the portable information terminal by a position information detecting means 23. This server comprises a previous notice information storage means (static information storage means) 27 for storing static information not temporarily changed and a vacancy information storage means (dynamic information storage means) 28 for storing dynamic information automatically temporarily updated. The information to be read from the previous notice information storage means and the vacancy information storage means is determined in reference to the attribute information and the position information by an information determination means 23, processed to delivery information by an information processing means 25, and transmitted to the portable information terminal from the transmitting and receiving means.
