To enable prompt execution of a failsafe operation even in the event of a communication blackout.SOLUTION: A vehicle-mounted device control device 400 comprises a control unit configured to output a control signal received from a central controller 10 via a vehicle-mounted network CN to an output device 5. The control unit has a software configuration of a middleware layer 430 and a device driver layer 440.
