A mobile terminal 1A is configured to be communicable with a remote control server 4A for the operation of the device to be operated by remote control signal transmission, through a particular private branch communication network NW2 or a wide area communication network NW1. For each set of operation instruction information, the mobile terminal 1A stores in a permission/inhibition information storage 102 whether the execution of remote controller operation based on the operation instruction information is permitted or inhibited. On receipt of the operation instruction information input, a communication network determination unit 106 determines a network to which the communication is established, and according to the determination result, an operation permission/inhibition determination unit 107 determines whether the execution of the operation instruction information is permitted or inhibited. As a result of the determination, if the remote controller operation based on the operation instruction information is permitted, the mobile terminal 1A transmits the operation instruction information to the remote control server 4A.
