To enable each member of a class and a lecturer to make questions and answers therebetween, while restraining traffic of data communication from being increased between a lecturer-side terminal and each member-side terminal.

A lecturer-side terminal group 2 is connected to a communication network 4 via a communication control apparatus 20 and a member-side terminal group 3 is connected to the communication network 4 via a communication control apparatus 30, thereby constituting a remote lecture system 1. The communication control apparatus 20 is then made to perform processing for transferring data received from the lecturer-side terminal group 2 to its destination at all the time and processing for transmitting a permission instruction to permit transmission of data to the member-side terminal group 3 in the case where an instruction to accept data from the member-side terminal group 3 is received from the lecturer-side terminal group 2. On the other hand, the communication control apparatus 30 is made to perform processing to stop transmitting data from the member-side terminal group 3 until it receives the permission instruction, and processing to cancel the stop in timing of receiving the permission instruction.
