It requests the second report by transmitting the photographed image to the camera terminals located in the vicinity of the report object on the basis of the positional information. An arbitrary camera terminal photographs the report object following the user instruction responding to the request for the second report. It transmits the photographed image, the photographing time, the positional information, and the reporter identification information to the server as the second report information. The server accumulates the second report information. It requests the further second reports to the camera terminals located in the vicinity of the report object on the basis of the positional information. And, it accumulates the further second report information replied from the camera terminals.
