In the resin-coated heavy corrosion-proof steel material 10 constituted by successively laminating the epoxy primer layer 12, a maleic anhydride-modified polyolefin layer 13 and a polyolefin layer 14 on the surface of a substrate steel material 11, the epoxy primer layer 12 comprises a cured material of an epoxy resin and a polyamine, and the epoxy resin contains a polyfunctional epoxy resin having a glycidylamine region. The polyamine contains a reaction condensate of xylenediamine with at least one kind compound selected from the group consisting of malic acid, isophthalic acid, adipic acid, succinic acid, tartaric acid, allyl glycidyl ether, diglycidyl ether, diglycidyl aniline, glycerin polyglycidyl ether, trimethylolpropane glycidyl ether and bisphenol F diglycidyl ether.
