To provide a resin-coated metal plate which is equipped with not only excellent raindrop contamination resistance and contamination resistance but also a high level of moldability.
This resin-coated metal plate has a surface layer which contains a component derived from alkoxysilane and/or a component derived from a partially hydrolytic condensation product of alkoxysilane, a component derived from a polyester resin, and a component derived from a melamine resin. In the surface layer, an abundance ratio of Si, N, C and O is measured in a specified depth position. When the total of the abundance ratio is set at 100 atom%, a depth position indicating the maximum value of the abundance ratio of Si is at a distance of 0 nm from a surface; the abundance ratio of Si in the depth position is 10 atom% or more; a depth position indicating the maximum value of the abundance ratio of N is at a distance of 10 nm and/or 30 nm from the surface; and the abundance ratio of N is 3 atom% or less in the depth position at a distance of 0 nm from the surface, and 7 atom% or more in the depth position at a distance of 10 nm from the surface.
