Abstract:
To obtain a resolution converting and decoding device capable of restraining deterioration in image quality efficiently even under various conditions.
An image quality deterioration determination means 71 at a down-sample section 7 determines the deterioration in image quality when low-resolution conversion processing is performed to a decoded image for each decoding block unit. A low-resolution conversion means 72 performs the low-resolution conversion processing to the decoded image, and excludes the decoding block from the low-resolution conversion processing when the image quality deterioration determination means 71 determines that the image quality has deteriorated.
