To provide a retaining seal member having a high friction coefficient with respect to a metal shell even with an organic constituent content reduced more than conventionally contained and to provide an exhaust emission control device using this.
The mat-shaped retaining seal member mainly consists of inorganic fibers and is characterized by containing organic binder having coating strength of 5 MPa or more at normal temperature.
