This rise and fall car stop pole is provided with a guard member 10 having a peripheral wall part 11 having the substantially same height as the height of a peripheral surface of a decorative cover 5 fixed to the upper end of a sheath pipe 1 buried in the ground, and a flange part 12 projected on the lower end inner periphery of this peripheral wall part. The pole 2 is inserted into the sheath pipe 1 buried in the ground, and after positioning the guard member 10 on the upper end of the sheath pipe, the cover is fixed to the sheath pipe by a machine screw by fitting and inserting the decorative cover 5.
