To obtain a structure provided with a flood control function and an environmental function by building up a high water embankment area in the upper part of a small offset area in the middle part of a river structure.
A soil cover 7 is filled in a concrete mold block 11 constructed on a sand protection board 6 laid out on the face of a slope while a suction preventive material 13 is laid out, thereby, building up a small offset area. An impervious sheet 8 is placed on an embankment slope A while a bedding cage 9 is placed thereon and a sand protection board 6 is laid out and the soil cover 7 is filled and the suction preventive material 13 is laid out, thereby planting sods on the high water embankment area and the small offset area. Furthermore, the sand protection board 6 is laid out on the face of a slope B of the embankment while an earth retaining metal fitting 12 is laid out on a concrete slope frame 11 constructed thereon, thereby filling up the soil cover 7 and laying out the suction preventive material 13. This construction makes it possible to protect the slope surface definitely and formly and thereby plant trees on the slope surface.
