The road condition grasping device in the embodiment includes a camera for photographing a monitoring area, first vehicle detection means for detecting a vehicle from the image photographed by the camera, a communication device for performing wireless communication with a vehicle entering the monitoring area, second vehicle detection means for detecting a vehicle by the wireless communication with the vehicle by the communication device, means for grasping road condition based on the detection results of the first vehicle detection means and the second vehicle detection means, notification means for notifying the vehicles of the road condition grasped by the grasping means, and detection abnormality determination means for mutually determining detection abnormality of the camera and a detection abnormality of the communication device based on the detection results of the first vehicle detection means and the second vehicle detection means.
