PURPOSE: To obtain a device for rolling and forming a soft ribbon-like or beltlike material such as raw noodles into a spiral state without applying high compression force.

CONSTITUTION: A forming conveyor 1 is equipped with rotary guide parts 2B and 2B' having alternately formed a placing face 5 for loading a soft material of forming object and an opening part 6 for passing through a formed material and revolving the forming conveyor 1 from a horizontally traveling position upward by an angle exceeding 90°. By revolving the forming conveyor in a state of loading a material on the placing face 5 upward by an angle exceeding 90°, the material is rolled by the empty weight of the material and the formed material is discharged from the opening part 6.
