A plurality of lightening through holes 35 reducing the weight of the brush base 14 are provided along the axial direction of a brush base 14 from one end to the other end of the axial direction of the brush base 14 in a manner that prevents them from contacting the outside periphery of the brush base 14. Both ends of the brush base 14 are held against a shaft 32 in a state of relatively spirally twisted in the peripheral direction by a receiving plate 41 having ribs 43 fitting into the lightening holes 35. Ease of use can be improved by preventing dust from getting caught during cleaning without forming irregularities on the outside periphery of the brush base 14 with brush members 21 and scraping members 22 attached.
