To control torque inside a damper so as to prevent the torque from acting on a fixed part.
A rotating inertia mass damper 1 includes: a ball screw 2 whose base end is fixed to one of the two members; a ball nut 3 screwed into a screw 21 of the ball screw 2 so as to rotate and rotatably supported with respect to the other of the two members; a fixed weight 7 integrally fixed to the ball nut 3 so as to rotate together with the ball nut 3 with the rotation center O of the ball screw 2 as the rotation axis; a flywheel 6 divided into a plurality of pieces while each piece is provided movably with respect to the fixed weight 7; and a ball spline 23 that is freely displaceable in the screw axis direction with respect to a sliding support member 43 supported slidably in the screw axis direction with respect to the ball screw 2 and regulates rotation of the ball screw 2.
