PURPOSE: To prevent a man from being jammed in beforehand by disposing flashing lamps of colored light emitting diodes or the like in the longitudinal direction of the lower skirt guard panel of a handrail installed on the adjoining side of a step traveling movable part for complete attention by a strong appeal to passenger's eyesight.

CONSTITUTION: Flashing lamps 5 are disposed one by one from the back side in plural holes 3a formed at small intervals in the longitudinal direction at positions a little higher than the steps 1 of a skirt guard panel 3. The colored flashing light of light emitting diodes 5b embedded in the back inside of the lens 5a of the flashing lamps 5 is illuminated around a clearance A between holes 3a in the skirt guard panel 3 and the steps 1 through the lens 5a, and the respective flashing lamps 5 are wired so that adjoining ones may be flashed in turn. It is thus possible to prevent a man from being jammed in before hand, giving complete attention by a strong appeal to passenger's eyesight.
