PURPOSE: To notice a location and a name or the like of a house or the like in which an abnormality takes place in voice to a notice destination of security information.

CONSTITUTION: A message is inputted from a voice input section 2 in voice, its output signal is converted into a digital signal by an A/D converter section 3 and the converted signal is stored in a message memory section 4. When a security detection section 6 detects an abnormality a telephone number memory section 7 reads a telephone number, a dial signal dialing section 8 dials a dial signal, and an output section 11 calls a notice destination through a telephone line. Data of a message memory section are read by a reply of the incoming call, a D/A converter section 5 converts the data into an analog voice signal, the signal is transmitted from the output section, and then security information data read from a storage section 9 are inputted via a controller 12 to a discrimination section 10, in which data corresponding to a code from the security detection section 6 are discriminated, the data are converted into an analog voice signal at the D/A converter section and the converted signal is sent from the output section 11.
