PROBLEM TO BE SOLVED: To provide a settlement system, user terminal equipment, a sales server device, a settlement server device, a settlement method, a computer program and a server program capable of performing smooth communication.SOLUTION: User terminal equipment 1 relays information exchange to be performed between a sales server device 3 and a settlement server device 5. The sales server device 3 and the settlement server device 5 encrypt and decrypt information to be transmitted and received. The user terminal equipment 1 performs non-contact communication with an IC card 7 in which money amount information is stored, and mediates information exchange between the settlement server device 5 and the IC card 7. The sales server device 3 generates a transaction ID corresponding to a series of processing, and adds it to a settlement request, and transmits the settlement request via the user terminal equipment 1 to the settlement server device 5. The settlement server device 5 stores the history of settlement processing in association with the transaction ID. The sales server device 3 confirms the failure of the settlement processing on the basis of the transaction ID.
