A protrusion 1-21 is provided on the bottom end of a rotor 1-2. The protrusion 1-21 is placed in a cut part 1-71 of a rotation angle rangerestricting plate 1-7. A position at which the protrusion 1-21 is turned and pressed against a cut end part 1-73 is defined as a 1st rotation angle position. A position at which the protrusion 1-21 is turned and pressed against a cut end part 1-72 is defined as a 2nd rotation angle position. The rotation of the rotor 1-2 in a forward direction and in a reverse direction are restricted by the 1st and the 2nd rotation angle positions. One end of a rotation, suppressing spring 1-6, is fixed to an output shaft 1-1, and the other end of the spring 1-6 is fixed to a housing side to apply a tensile force in the reverse rotation direction to the rotor 1-2 consistently. In this state, PWM driving is applied to an exciting coil 1-5, and the rotation of the rotor 1-2 is so controlled as to have a detected rotation angle position agree with a set rotation angle position.
