PURPOSE: To allocated the shared resources with no conflict by storing the shared resources request number information on the request processes and the request process number information in a storage of a shared resources management process and deciding propriety of the rate that is set against the shared resources requests based on those stored information.

CONSTITUTION: This system includes plural shared resources management processors U1 to Un consisting of the communication devices 1, the storages 3 which store the shared resources request number information on the request processes, and the computers 5 respectively. The processes are prepared to a shared resources 7. Then the number of request processes which are simultaneously granted is first limited by a specific condition using the request process number information. If the number of request processes is smaller than K, a shared resources management process receives all shared resource requests from K pieces of request processes by the K-coatary constitution method. The number of requests which are granted by the condition using the relevant information is smaller than K. Thus the shared resources can be allocated with no conflict.
