PURPOSE: To make it possible to arrange side shears and end shears closely together by calculating a residual conveying distance a material to be sheared to the end shears in a process of conveying the tail end side portion of the material to be sheared and by feeding the material pitch by pitch at a corrected pitch along this distance.

CONSTITUTION: In the process of conveying the leading end side portion or the intermediate portion of a material to be sheared, the material to be sheared is fed pitch by pitch by pinch rollers 40 at a predetermined pitch setting. Meanwhile, in the process of conveying the tail end side portion of the material to be sheared, the already conveyed distance L20 in relation to end shears 20 is subtracted from a target shearing length L10 of the material for calculating a residual conveying distance L20-L10 from the material to the shearing point of the end shears 20. Further, a corrected pitch Lp usable for feeding the material by the pitch rollers 40 is calculated from the residual length L20-L10. The side portion of the utmost rear end part in the tail end portion of the material is sheared by the side shears 30 after the completion of pitch feed of the material at this pitch Lp, and the tail end portion is also sheared by side shears 20, simultaneously, so that the material is cut by the target length.
