PROBLEM TO BE SOLVED: To prevent activity from decreasing by a method wherein vanadyl phosphate precursor of which a V/P ratio and average vanadium oxidation are specific values is manufactured in an aqueous or organic medium, dried, and calcined by heating at several stages to a specific temperature before application onto a support in an aqueous suspension. SOLUTION: A vanadium compound of vanadium pentaoxide is reduced under existence of a phosphorus compound of phosphoric acid of which V/P atomic ratio is 1:5 to 1:2 by use of oxalic acid or the like as a reducing agent in an aqueous phase, or by use of an organic solvent having reducing action of isobutanol or the like in an organic phase. After completed, water or the organic phase is removed with distillation or the like, and the product is dried. A vanadium phosphate precursor having 1:5 to 1:2 V/P ratio and 3.9 to 4.5 average vanadium oxidation degree which is obtained thereby, is calcined in a dry powder form or after pelletization and granulation. For the calcination, heating is executed in the air stepwise at 200 to 500 deg.C for several hs in an air circulation furnace, and coating on the support is executed with suspension in water. That which is excellent in mechanical stability and catalitic efficiency is obtained.
